Influence operations and Israeli espionage in the United States: from LAKAM to Mega Group — the Epstein link context

Related to: THEORY-0001THEORY-0004HIST-0001HIST-0008HIST-0009

Summary

Israel has conducted espionage and influence operations on American soil since the 1950s, despite its privileged ally status. These operations cover classic espionage (Pollard), technological theft (LAKAM), surveillance of American Arab communities, penetration of the political process (lobbying), and potentially kompromat operations utilizing civilian intermediaries. This note reconstructs the factual chronology of these documented activities, providing the essential context to evaluate the plausibility of theories linking Epstein to Israeli intelligence.

Detailed context

1. Israeli Espionage in the US: Overview

Israel is regularly cited by American intelligence services as one of the most aggressive allies in terms of espionage on American soil. A 1996 Government Accountability Office (GAO) report identifies Israel among the countries conducting the most economic and technological intelligence collection operations in the US. The CIA Factbook long listed Israel in this category before removing the mention.

This activity is distinguished from 'normal' intelligence among allies (all countries spy on each other) by its intensity, its targeting (military technology, political decisions, diplomatic negotiations), and the use of civilian intermediaries (researchers, businessmen, philanthropists).

2. LAKAM and the Pollard Affair (1960-1986)

LAKAM (Bureau of Scientific Liaison)

Created in the 1960s by Benjamin Blumberg, LAKAM (Lishka le-Kishrei Mada) was a scientific and technological intelligence collection unit operating under the cover of the Israeli Ministry of Defense. Unlike the Mossad, LAKAM specifically targeted military and nuclear technology, primarily in the United States and Europe.

Directed by Rafi Eitan from 1981 to 1986, LAKAM was the unit that recruited Jonathan Pollard.

The Pollard Affair (1985)

Jonathan Jay Pollard, a civilian analyst with the US Navy, was recruited in 1984 by Colonel Aviem Sella (Israeli Air Force officer) and managed by Rafi Eitan. Between 1984 and 1985, Pollard transmitted to Israel a colossal volume of classified documents — by estimates, more than one million pages, including:

  • Technical intelligence (TECHINT) manuals
  • Reports on Arab military capabilities
  • Information on American eavesdropping systems
  • Data on weapons programs of third countries

Pollard was arrested on November 21, 1985, after an attempted refuge at the Israeli embassy (which turned him away). Sentenced to life in prison in 1987.

Consequences:

  • LAKAM was officially dissolved in 1986
  • Israel claimed it was an 'unauthorized operation' — a version contested by numerous observers
  • The American intelligence community imposed lasting restrictions on information sharing with Israel
  • Rafi Eitan was never extradited or prosecuted
  • Pollard was released in 2015 after 30 years in prison, emigrated to Israel in 2020, greeted as a hero by Netanyahu

The Rafi Eitan - Robert Maxwell Link

Rafi Eitan, LAKAM chief, had documented ties to Robert Maxwell. Eitan publicly acknowledged involvement in the PROMIS affair. After LAKAM's dissolution, Eitan became a businessman and politician (minister in the Olmert government, 2006-2009). Maxwell and Eitan shared interests in Israel and the US.

3. The 'Israeli Art Network' and the 'Israeli Students' (2001)

After September 11, 2001, a series of DEA (Drug Enforcement Administration) reports documented the existence of a network of approximately 200 young Israelis, often presenting themselves as 'art students,' who had attempted to penetrate American military installations and had been arrested or deported. Several lived near the future 9/11 hijackers in Hollywood, Florida.

Separately, a Fox News report (Carl Cameron, December 2001) mentioned FBI alerts about Israeli telecommunications companies (Amdocs, Comverse Infosys) that had potentially compromised American wiretapping systems.

The Israeli government categorically denied any espionage operation related to 9/11. The DEA reports were never officially confirmed by the FBI.

4. Israeli Surveillance Technologies in the US

NSO Group and Pegasus

NSO Group, an Israeli company founded in 2010, develops the Pegasus spyware, capable of penetrating any smartphone. Officially sold to governments for counter-terrorism, Pegasus has been used against journalists, political opponents, and human rights defenders worldwide (Pegasus Project, 2021).

In 2021, the US Department of Commerce placed NSO Group on its blacklist after the revelation that Pegasus had been used against American diplomats in Uganda. The existence of NSO illustrates the continuity between the Israeli cyber intelligence ecosystem (Unit 8200 alumni) and the private sector.

Other Companies

  • Verint Systems (formerly Comverse Technology): telecommunications surveillance systems, contracts with the US government
  • Nice Systems: audio/video surveillance
  • Check Point: cybersecurity
  • Many of these companies were founded by Unit 8200 veterans

5. The Mega Group and Philanthropic Influence Networks

Composition and Functioning

Founded in 1991 by Charles Bronfman (Seagram) and Leslie Wexner (L Brands/The Limited), the Mega Group meets twice a year. Known members:

  • Leslie Wexner: founder of L Brands, Epstein's principal financial backer, granted him full power of attorney in 1991
  • Charles Bronfman: Canadian billionaire, co-founder of Birthright Israel
  • Edgar Bronfman: Charles's brother, president of the World Jewish Congress 1981-2007
  • Ronald Lauder: son of Estee Lauder, president of the World Jewish Congress since 2007, ambassador to Austria under Reagan, documented ties to Netanyahu
  • Michael Steinhardt: hedge fund manager, co-founder of Birthright Israel, accused of sexual harassment (2019)
  • Lester Crown: billionaire (General Dynamics), Chicago
  • Max Fisher: industrialist, advisor to Nixon and Reagan on Jewish affairs
  • Leonard Abramson: founder of U.S. Healthcare
  • Steven Spielberg: director (Shoah Foundation)

The Wexner-Epstein Link

Leslie Wexner is the only known client of 'wealth manager' Jeffrey Epstein. Their relationship began in the mid-1980s. In 1991, Wexner granted Epstein a general power of attorney giving him near-total control over his fortune. Epstein obtained the 77th Street townhouse (Manhattan) from Wexner for $0 in 1998. Wexner claims to have broken with Epstein in 2007 (first arrest), but questions remain about the exact nature of their relationship.

The FBI 'MEGA' Memo (1997)

In 1997, the NSA intercepted a conversation between an Israeli official in Washington and his superior in Tel Aviv. The official requested that an agent named 'MEGA' obtain a copy of a confidential letter sent by President Clinton to Netanyahu. The FBI opened an investigation. The Washington Post (May 1997) reported the matter. The Israeli government denied it. Some analysts speculated that 'MEGA' could be linked to the Mega Group — an unproven hypothesis that fueled conspiracy theories.

6. Ari Ben-Menashe and the Allegation of Epstein's Recruitment

Ari Ben-Menashe, a former Israeli military intelligence (Aman) officer, claims in interviews (notably with Zev Shalev of Narativ, 2019) that:

  1. Robert Maxwell was a 'super-agent' of the Mossad
  2. Ghislaine Maxwell was introduced to Israeli intelligence by her father
  3. Jeffrey Epstein was 'introduced' to Israeli intelligence by Ghislaine Maxwell 'in the late 1980s'
  4. The objective was to compromise politicians and influential figures

Credibility of Ben-Menashe: contested. The Israeli government claims he was only a 'low-ranking translator.' But a New York court accepted his testimony in an arms export case (1990), and journalists (Seymour Hersh, Gordon Thomas) have used his testimony.

7. The Question of Kompromat Operations

The concept of a 'honey trap' as an intelligence tool is documented in the history of multiple services (see HIST-0003). The specific question is: did the Mossad use an Epstein-type network to compromise American figures?

Elements supporting plausibility:

  • The Mossad has a documented history of using civilian assets (Maxwell)
  • Wexner, Epstein's principal backer, is co-founder of the Mega Group
  • Ben-Menashe asserts the link (contested credibility)
  • The timing (1991: death of Maxwell, Wexner power of attorney, founding of Mega Group) is striking
  • Epstein photographed his guests and kept videos (multiple testimonies)

Elements against:

  • No declassified document confirms Epstein's recruitment by the Mossad
  • Epstein had obvious personal motivations (money, power, sexual predation)
  • The Pollard affair made the Mossad more cautious about operations in the US
  • American services (FBI, CIA) have not formally accused Israel
  • Ben-Menashe is a contested witness with his own motivations

Plausibility assessment
