Summary

ECHELON is a system for intercepting global communications developed by the Five Eyes starting in the 1960s. It intercepted communications via satellite, microwaves, and undersea cables using a keyword filtering system ('Dictionary'). Its existence, long denied by governments, was confirmed by the European Parliament report (2001, Gerhard Schmid report) and by the New Zealand journalist Nicky Hager ('Secret Power', 1996). ECHELON is the direct predecessor of the Snowden programs and constitutes proof that mass surveillance predates the Internet.
